Facciamo una breve cronologia: a marzo e a novembre vengono chiusi, formalmente dal Ministero degli Interni, i Centri di Bologna e di Modena, ad agosto \u00e8 il turno di Crotone; mentre a fine anno il fuoco appiccato dai reclusi fa chiudere i battenti ai CIE di Milano e di Gradisca di Isonzo. Senza contare le numerose camerate o aree distrutte, del tutto o in parte, nei pochi Centri, cinque, che sono tutt'ora attivi.<\/span><\/font><\/font><\/p>\n\n\n\n\n\n<style type=\"text\/css\"> \t<!-- \t\t@page { margin: 2cm } \t\tP { margin-bottom: 0.21cm } \t\tA:link { so-language: zxx } \t--> \t<\/style>\n<p style=\"font-style: normal; font-weight: normal\"><font face=\"Liberation Serif, serif\"><font size=\"3\"><span style=\"background: none repeat scroll 0% 0% transparent\">Politici di ogni risma, per cavalcare l\u2019opinione pubblica, avevano rilasciato numerose dichiarazioni in cui sostenevano l\u2019illegittimit\u00e0 dei CIE e denunciavano i soprusi che si perpetuavano al loro interno. Era tutto un coro che chiedeva la chiusura definitiva dei centri.<\/span><\/font><\/font><\/p>\n<p style=\"margin-bottom: 0cm\"><font face=\"Liberation Serif, serif\"><font size=\"3\"><span style=\"font-weight: normal\"><span style=\"background: none repeat scroll 0% 0% transparent\">Come avevamo gi\u00e0 avuto <a href=\"http:\/\/www.macerie.org\/?p=29697\">modo di analizzare<\/a><\/span><\/span><\/font><\/font><em><font face=\"Liberation Serif, serif\"><font size=\"3\"><span style=\"font-weight: normal\"><span style=\"background: none repeat scroll 0% 0% transparent\"> <\/span><\/span><\/font><\/font><\/em><font face=\"Liberation Serif, serif\"><font size=\"3\"><span style=\"font-style: normal\"><span style=\"font-weight: normal\"><span style=\"background: none repeat scroll 0% 0% transparent\">a una crisi di un dispositivo repressivo segue una ristrutturazione, e cos\u00ec \u00e8 stato.<\/span><\/span><\/span><\/font><\/font><\/p>\n<p style=\"margin-bottom: 0cm\">&nbsp;<\/p>\n<p><!--more--><\/p>\n<p style=\"margin-bottom: 0cm; font-weight: normal\"><font face=\"Liberation Serif, serif\"><font size=\"3\"><span style=\"background: none repeat scroll 0% 0% transparent\"><span style=\"font-style: normal\">I Centri non chiuderanno, riapriranno e <\/span><\/span><\/font><\/font><font face=\"Liberation Serif, serif\"><font size=\"3\"><span style=\"background: none repeat scroll 0% 0% transparent\"><span style=\"font-style: normal\">con tutta probabilit\u00e0 <\/span><\/span><\/font><\/font><font face=\"Liberation Serif, serif\"><font size=\"3\"><span style=\"background: none repeat scroll 0% 0% transparent\"><span style=\"font-style: normal\">saranno peggio di prima. Da una parte abbiamo le notizie che ci arrivano da quelli ancora aperti, ossia che, dopo un periodo in cui sembrava non ci fossero fondi o la volont\u00e0 di ristrutturare le parti distrutte dagli incendi, ora si comincia a lavorare sodo. A <\/span><span style=\"font-style: normal\"><strong>Torino<\/strong><\/span><span style=\"font-style: normal\">, ad esempio, dopo mesi passati con solo due\/tre aree su sei a disposizione, si stanno svolgendo i lavori per ristabilire la funzionalit\u00e0 completa del Centro.<\/span><\/span><\/font><\/font><font face=\"Liberation Serif, serif\"><font size=\"3\"><span style=\"background: none repeat scroll 0% 0% transparent\"><span style=\"font-style: normal\"> Dall&#8217;altra parte alcuni dei CIE che erano stati chiusi stanno venendo tirati a lucido; \u00e8 il caso d<font size=\"3\">elle strutture di<\/font> Milano e Gradisca. Con delle inquietanti novit\u00e0. <\/span><\/span><\/font><\/font><\/p>\n<p style=\"margin-bottom: 0cm; font-weight: normal\"><font face=\"Liberation Serif, serif\"><font size=\"3\"><span style=\"background: none repeat scroll 0% 0% transparent\"><span style=\"font-style: normal\">A <\/span><span style=\"font-style: normal\"><strong>Milano<\/strong><\/span><span style=\"font-style: normal\">, il Centro sar\u00e0 gestito da una societ\u00e0 francese, la <\/span><span style=\"font-style: normal\"><strong>Gepsa<\/strong><\/span><span style=\"font-style: normal\">, coadiuvata dalla cooperativa agrigentina <\/span><span style=\"font-style: normal\"><strong>Acuarinto<\/strong><\/span><span style=\"font-style: normal\">. Mentre la cooperativa nostrana si occuper\u00e0 della gestione dei reclusi, la Gepsa, forte della sua esperienza nei territori transalpini (la societ\u00e0 gestisce infatti alcune sezioni di carceri francesi), avr\u00e0 il compito di garantire la sicurezza all&#8217;interno del centro. Cosa significher\u00e0 questo in termini pratici, se formeranno una <\/span><em>squadretta<\/em><span style=\"font-style: normal\"> di para-secondini, lo vedremo nei prossimi mesi, e lo vedranno soprattutto gli \u201cospiti\u201d di queste struttura, al momento chiusa e vuota, ma con i lavori ultimati e, presumibilmente, in fase di riapertura.<\/span><\/span><\/font><\/font><\/p>\n<p style=\"margin-bottom: 0cm; font-weight: normal\"><font face=\"Liberation Serif, serif\"><font size=\"3\"><span style=\"background: none repeat scroll 0% 0% transparent\"><span style=\"font-style: normal\">Di pochi giorni fa la notizia, data da un <a href=\"http:\/\/ilpiccolo.gelocal.it\/trieste\/cronaca\/2014\/06\/29\/news\/viaggio-dentro-il-cie-il-mostro-che-non-chiude-1.9504553\">quotidiano locale<\/a><\/span><span style=\"font-style: normal\">, che a <\/span><span style=\"font-style: normal\"><strong>Gradisca di Isonzo<\/strong><\/span><span style=\"font-style: normal\"> sono cominciati i lavori di ristrutturazione. Nonostante le parole spese da Alfano mesi addietro, il Centro potrebbe aprire i battenti gi\u00e0 con l&#8217;entrata dell&#8217;anno nuovo. <\/span><span style=\"font-style: normal\"><strong>Connecting People<\/strong><\/span><span style=\"font-style: normal\">, che gestiva il CIE prima della sua chiusura e gestisce tuttora quello di Bari, potrebbe riottenere il controllo della struttura, e i proventi che ne derivano. Anche se alcune voci danno come probabile l&#8217;arrivo di Gepsa anche nell&#8217;isontino.<\/span><\/span><\/font><\/font><\/p>\n<p style=\"margin-bottom: 0cm; font-weight: normal\"><font face=\"Liberation Serif, serif\"><font size=\"3\"><span style=\"background: none repeat scroll 0% 0% transparent\"><span style=\"font-style: normal\">Ora che anche il Ministro dell&#8217;Interno dichiara che la chiusura dei Centri \u00e8 impensabile<\/span><span style=\"font-style: normal\">, si pensa gi\u00e0 come cambiarne la gestione per evitare rivolte e fughe, seguendo le indicazioni emerse in un <a href=\"http:\/\/www.asgi.it\/public\/parser_download\/save\/1_013_doc_cie_documenti.pdf\">documento programmatico<\/a> di qualche tempo fa<\/span><span style=\"font-style: normal\">, magari facendo s\u00ec che ci sia un unico ente appaltatore per i Centri del Belpaese.
